Yes, you can do in two way:

1. Lateral Entry - As you have diploma, you can get admission directly to 2nd year after passing the lateral entry exam.
2. AMIE - This is a flexible course. You have register under 'Institution of Engineers (India)' where you have to Section A (Containing general subjects as you had on 1st year of diploma) and Section B (Civil engineering syllabus). You will be given 12 years (!!!!) to complete this course. You dont need to attend any college as you can do it from your home. Website: www.ieindia.org
