Yes after passing passing B.Tech form U.G.C approve college you can join A.I.C.T.E for M.Tech.

For admission in top M.Tech college you have to qualify the entrance exam like:-
G.A.T.E.

The top M.Tech college are like:-
> I.I.T, Kanpur
> I.I.T, Delhi
> I.I.T, Bombay
> I.I.T, Madras
> N.I.T, Wrangal
> I.I.T, Patna
> I.I.T, Jhodpur
etc
