You have completed MA in Political science with 54% marks so you are not eligible for Ph.D course because Ph.D entrance exam conducted by ugc .The eligibility criteria for UGC NET exam are as given below-

Those candidate's have completed masters degree from recognized university are eligible for NET exam.

General and OBC candidate must have 55% above marks in Masters degree. For SC/ST candidate it’s 50% above in Master's degree.

For JRF,The age should be below 28 years and for Lectureship there are no age limit.
