Can I get a college after scoring a rank of 363 in AIPVT?

I belong to Srinagar J & K but now staying outside the state due to militancy. Am doing my 12th board from Chandigarh. Am I eligible for taking the AIPVT or AIPMT ? If so, what are the rules? I have gone through the rules but it is very confusing regarding domicile and notarized affidavits - self being from J & K originally.
