No, you are not eligible to take Aeronautical Engineering branch for pursuing B.Tech after completion of your Diploma course in EEE. Being a Diploma holder in EEE, you are eligible to get admission for pursuing B.Tech EEE and other related courses.

Only candidates who have completed 12th standard with PCM stream or three years Diploma course in Aeronautical Engineering from a Government recognised board/ institute are eligible to pursue B.Tech Aeronautical Engineeirng course.

As per the information you have provided in your query, you have completed Diploma in EEE from a Government recognised board, so, you can get direct admission in second year of Electrical Engineering course but, you are not eligible to study B.Tech Aeronautical Engineering course.
