Yes Sure, You can!  There is this Option in Engineering colleges, which allows you to change your Allotted College to some other in the third semester! In Fact, change of College is Allowed in all odd Semesters. All you got to do is Apply for it. I don't know which University your College is Affiliated to, but this Provision is sure there in VTU at least.
