Which country is best for studying Electronic and Telecommunication? Suitable course in USA after Diploma?

Currently I am doing diploma in Electronic and Telecommunication engineering and after that want to go to abroad for my future studies. So which country is Best for me and which Course should i Choose. Specially i want to go to USA so which course is suitable for me to do in USA. Or should I go after doing degree in and India and do MS in USA?
