Is a degree from IGNOU valid and eligible for writing Combined Defence Services - CDS examination as IGNOU has been exempted from UGC (University Grants Commission)?

Yes, you are eligible to write CDS examination after completion of bachelor degree from IGNOU.

It is a recognised university. Candidates passed bachelor degree or in the final year are eligible to appear in the examination.

Examination will be conducted in two stages and mandatory to qualify in both stages for final selection.

You have completed BA from IGNOU so you are eligible for IMA exam which is conducted by UPSC. So you can apply IMA exam through CDS.
To enter the Indian Military Academy you need to have a bachelor's degree in any discipline from a recognised University and your age should be in between 19 to 23 years.
