State governed universities are controlled by the respective states of India and are recognized by UGC wheres a private university which has private owners is not necessarily a recognized body by the UGC. If you pursue any course from private university which are recognized and accepted then there is no problem for pursuing further studies from any university of India and hence it has similar value as state university.
