Eligibility for DBT-JRF exam and relaxation for OBC candidates?

I have 55.45% or 6.60 CGPA in M.Sc (Microbiology). Am I eligible for DBT-JRF (Junior Research Fellow) exam? I belong to OBC category. Is there any relaxation for me? Am I eligible if I consider that relaxation?
