How can I change my DOB in academic record if State Board is not willing to do so?
In my documents issued by Government of India is 02/09/1999 and in my academic record it's 02/09/1996. I want to change my birth year in my academic record to 1999. But the State Board are not willing to change and they told that it's a new rule that can't be change anymore. Please help me with this matter, I'm worried for my future.

Each state has its process for changing information on thr certificate. If you have birth certificate then you can apply online in ssc board with an application to correct the DOB along with a copy of birth certificate.
