How to get the SSLC Transfer Certificate required for Diploma admission?

I have failed in 2nd PUC from Commerce stream. So, I want to do Diploma and the college is asking for Secondary School Leaving Certificate (SSLC) Transfer Certificate. What should I do now? From where and how can I get the Transfer Certificate?
