How much time does it take to receive CSS Scholarship?

Sir,
I have completed my degree (2012-2014)and i’v got my CSS scholarship in 1st and 2nd ,but not 3rd year untill now. How much time will be taken?

and sir,now i am doing MCOM from sane college then i am eligible for CSS scheme.if yes then which form to be filled fresh or renewal ?

And Which is last date of submission?
