Yes, The question papers of NDA is set in both the languages, i.e English and Hindi.

Since the NDA exam comprise of Mathematics and General Ability Test, question papers in both these subjects are set in Hindi and English, but the General Ability Test is divided into two parts:
English
General Knowledge

The English paper will be compulsory and you will not have the option to choose Hindi instead of English.
Therefore, we can say that Mathematics and General Knowledge questions will be in both languages but English, as a part of General ability test will be of compulsory nature and there will not be any option of Hindi in that particular part.
