Yes they are, you can go directly to 2nd year if you are a diploma holder on the basis of the competitive exam for the same.

i have completed my first year in mining engineering but i want to change my college to pec ...can i get lateral entry in 2 year in my desired branch ........i have also given aieee2012 and got 31969 air

I have completed Diploma in Civil from Guru Nanak Dev Polytechnic College, can I apply for the lateral entry for BTech Civil in PEC.
