Sikkim Manaipal University is an unauthorized educational institute?


Sir/madam,
I have completed BCA from sikkim manipal university(distance mode) Siliguri in 2013. Due to having back papers in 1st semester,it had taken 4 years to complete. Finally i have got all my certificate and marksheets. Sir few months before i heard that sikkim manipal university is an unauthorized educational institute, is it true? i want start preparing for UPSC, am i eligible?
i will be thankful to receive necessary advise.

Is PGDCA is AICTE approved diploma in Sikkim manipal university. I can show this or not. Company is asking for AICTE approved diploma.
