What is the educational criteria to be eligible to write the IES or ISS entrance exam?

Hi, can I apply for Indian Economic Service (IES) or Indian Statistical Service (ISS) after completing MA with specialization in Economics from IGNOU? If not, then what should I do to become eligible to apply for the IES entrance exams?
