it means you need to take signature from those whoa re at higher position than your father or mother and government employees pleease not private employees are not allowed and the officer should not have any relationship with you...he can be your principal or any medical officer or any one

First of all a gazetted officer must be a government official.
BDO,PRINCIPAL,DOCTOR, Police officers,Executive Engineers , Readers ,Magistrate...etc
So, these officers can attest a photo, xerox of certificates ..

Gazetted officers are those whose names are included in Gazetted officer list of state government or central government. This definition is according to the law but now a days it is easily ignored.
Most of the student do attest their documents from any govt. employee(like a bank manager of PNB or SBI) etc. But still sometimes it works sometimes not. So be carefull while making attestation work. Person having post of JEn or XEn or a High court judge etc. are well suited for this work.

Gazetted officer signature is the signature of persons registered by government. you may get it from any RMP(registered medical practitioner) or chartered accountant.

Yes most of competitive exam form must be signed by a gazzited officer. The gazzited officer is Class A level officer in government sectors. For example executive engineer, oc, BDO, magistrate, IAS,IPS etc has the power of attestation.
