HI

Most government company give preference to student who have completed their 3rd year.
Simply because, by end of 3rd year, most candidate know about their subjects.
Thus, company think that you may be able to add any value to company and wont face difficulty in carrying out the project

Having completed 2nd year, its difficult to get summer training without any contact.
Try to find out good source in company and try to push you CV through them.
Being a request from their employees, company would give them priority.
