From where and how can I do PhD in Mathematics?

Hello Sir, I have passed 12th with PCB and failed in Mathematics which was my 5th additional subject which we were told it is not compulsory to pass in 2006. Then I applied for B.Sc in Mathematics, Physics and Electronics and completed B.Sc in 2009. After that I completed M.Sc in Mathematics. Now, can I do PhD in Mathematics? Which university or college would be best for PhD Mathematics?
