I am failed in passing my one paper out of three Mathematics paper and have passed in all other subject. Will I be promoted to 3rd year or B.Sc? And one of my friend have failed in 2 subjects will he be able to give supply? He is failed in Mathematics 1 and Electronics 1 of B.Sc.

This completely depends on the university that you are appearing some of the university will allow you to carry forward with the course if you have failed in less than 2 subjects or else you will have to appear and clear the backlog and than go ahead
According to your condition you may not face that problem and may be allowed to carry forward the course .
