1st Class magistrate to issue Proof of Residential in UP on the basis of domicile for submission UPCPMT counselling


I have obtain a domicile certificate from Competent Authority and now a format of certificate regarding fulfill the criteria of residence in UP has been provided by UPCPMT (Certificate No.1 (UPPR as given in UPCPMT-2012 bulletin/Page-13))) duly signed by 1st Class magistrate. Please clarify the category of 1st class magistrate to sign such form. Is ADM or SDM is 1st Class Magistrate to sign this form?
