I am doing B.E. in a college affliated by anna univesity. I have 3 history of arrears (cleared) in the IAS selection will they consider my HOA for selection??

Once you clear arrears or pending backlogs of a degree, that degree becomes equivalent to a degree completed without any backlogs as far as the equivalency of the degree is considered.

So, your B.E. degree with all backlogs cleared is certainly valid to apply for the Civil Services examination and therefore for selection as IAS (Indian Administrative Service) examination.
