--- YES, definitely you can pursue this course after passing your 12th standard from and open board.
If you have completed your 12th standard from a recognised open schooling board then nobody can stop you from appearing in the entrance exam.
The minimum eligibility criteria to appear in the entrance examination is that the candidate should have completed 12th from a recognised board with physics, chemistry and Biology.

Nursing is generally considered to be a professional course meant for Science stream (Biology group) students. But there are nursing courses available in India, which can be pursued after completing 12th Arts/Commerce stream schooling too!

Nursing is a job oriented medical course. Healthcare sector is growing at a rapid pace. With this growth, the demand for healthcare professionals is also on the rise! Nurses are an integral part of healthcare sector. There is a huge demand for qualified registered nurses in India and abroad.

Candidate who has completed 10 + 2 from open board are eligible to do BSc nursing degree course. If you have completed your 12th from a recognised open schooling board then you are eligible to pursue whatever course you want to pursue.
It does not matter whether you have completed your plus two from open board or regular board until and unless it is a recognised board.
You are eligible.
