Is p.g.d.c.a. Diploma of singhaniya, valid for government job in up ?

If you have completed your qualification from a UGC recognized University then surely you will be eligible for government job without any doubt. You can check the list of blacklisted university on the UGC website before taking admission in a course.If you get your PGDCA certificate with the name of the University then there should be some registration number also which is mainly given by UGC which is only given to recognized University. As per the blacklisted universities list the name you have mentioned is not there and you should not be worried about anything.
