Can I change my school After 11th class passed and Registration are Also done.
Is it possible to change my school And I Admitted in class 12th in any School.

No, you can't change. The Board suggests the students not to change their schools while they are in class 10 and 12.

If they have to change their schools then they have to undergo strict guidelines.

No, this is not possible. There is no provision for improvement exam in WBCHE.
Because,
You can only apply for rechecking. If you fail or want to improve then either you have to sit for next year or you have to apply through NIOS BOARD.
This scenario is for 2017 and it can change from 2018.

Once you complete your registration for 12th class than your school won't provide you transfer certificate until you complete your 12th.

To get admission in any school you must have transfer certificate.
