There is no such limit, one can attend 12th standard board any number of time as they wish. Even there is there no age limit need for 12th board exam.

I have pass my ICSE in 2016. I gave CBSE board exam with science subject in 2018. Now I am sure I will fail in my board exam. I again want to study CBSE class 11 and 12 taking science subject and crack 2020 NEET exam. Can i ?
