First of all you must have a Master's degree in Hindi or its equivalent qualification with at least 55% marks from a recognized University. If you have qualification then you need to apply for exams like NET/SLET/JRF. Qualifying any of these tests will help you in getting admission in top Universities. If you don't have any of these scores then you can apply for other entrance exams which are conducted by individual universities like CUCET, PET etc.

You can pursue part time or full time Ph.D in Hindi from following Universities in India

1. Ph.D.(Hindi) - Jamia Millia Islamia, http://jmi.ac.in

2. Doctor of Philosophy in Hindi - IGNOU, http://www.ignou.ac.in

3. Department of Hindi, Delhi University, http://www.du.ac.in

4. Dept. of Hindi - Kurukshetra University, http://www.kuk.ac.in

5. Department of Hindi : Savitribai Phule Pune University, http://www.unipune.ac.in
