I have passed first puc in a private college. Now I want to continue my second puc in a government college in same city. What is the procedure to change college from I puc to II puc.

PUC stands for Pre University Course. It is commonly known as HSC(Higher Secondary Certificate).
Yes, you can change college while being in PUC.
For admission in PUC II, you will need few documents from the school you will complete PUC I such as
-PUC I marks sheet
-Transfer Certificate
-Character Certificate

From my point of view, you should continue your course from the college in which you are currently studying as government or private college does not affect result of PUC.
Also, changing college after PUC I is complex process and also most colleges do not allow admission and also high marks in PUC very important to lead a good career for admission in top universities in Bachelor degree course after PUC.
So, first of all, you should visit college in which you want admission and contact college officials get detail of all required conditions and proceed only if they agree to provide admission.
