the preparation itself starts from bsc itself, the student prepare there notes of there basic curriculum on the basis of syllabus of phd entrance exams like GATE,NET,JNUCBEE,JIPMER, NIPER,etc. just keep in touch with ur studies and basics, keep revising and other probability was you can register your guide through recognised university on the basis of your score or carry on your phd research under your known registered guide. best of luck

the most probable way is your research article publishing, if you have published some articles and done some wet lab projects, due to their impact factors you can apply abroad bcoz some universities demand specific time & type of experience like german university demands 440 hrs of wetlab course work atleast, good luck

if you have any phd scholar in your govt college then may you can register him at any recognised university as your guide on the basis of your score of gate, net, slet,etc or on your will of guide can be pursued easily, good luck
