Admission into Diploma in Engineering is based on 10th class and you shouldn't worry about your ITI Diploma, if you have 10th pass certificate from a recognized board of education with subjects like Science and Maths.

You have to apply for Polytechnic Entrance exam and get a decent rank in it. Those who are top rank holders will get admission into top colleges.
