If the counselling letter is send to you, then only you will be able to attend it. You have to wait for counselling dates because it is usually done in stages until the seats get filled.

If there are vacant seats after 1st round of counselling then surely you will receive the letter to attend the counselling.

In my opinion you will get an opportunity to attend counselling because there are many private colleges these days. Your rank can easily fetch you a private college through counselling. Hence, surely you will get this opportunity.
