Scholarships are given by foreign universities on account of outstanding performance in the field of academics, extra curricular or extra ordinary performance in the entrance exams based on which they take admission or in certain section of entrance exam as per their interest or for projects and innovation works. So if do well in any of the above criterion you can get scholarship in Germany. Apart from those you can also take education loan or work part time in your college to meet some of your study and living expense. Study expense is very less in Germany but living cost is very high.
