It is quite possible that you have not filled the form correctly or have posted the form after due date. Whatever the case be, there is no procedure for checking the required form submission quiry.
If you are correct in sending form and eligible then must be there are some transportation problem but you will get it before your exam.
Due to mistake of postal department ,your form have not reached on time.

You can visit : http://indiannavy.nic.in/

you can go to the respective website and give your application form no. and get about knowledge the status of your form.
