If you belongs to SC/ST caste then you are eligible to attend counseling but based on your performance you will not get any NIT in the country.
So, you can give any other college exam and if you got good marks in it then you will be able to take admission in it.
The other option you have is to drop the year and prepare well and get good rank in the next year.
