You can pursue the course from either of the institutes. If you wish to make a career in the field of programming it is advisable to join for the CS course. ECE candidates too can join as programmers but they will find better opportunities in the field of electronics. You should attend the counselling session and assess which is better for you. You should assess which of the course will help you in attaining a career of your choice.
