No, the candidate cannot apply if he/she is pursuing M.Sc in Computer Science. Mostly only engineering graduates are eligible to apply for this exam. There is an exception for candidates pursuing M.Sc in Electronics. Generally these candidates can apply for this exam. You may consider pursuing M.Tech or look for other career options.
