Can I apply for an exam like PCS after passing B.Com and ICWA?


I am working as a UGC in state govt. i have done BCOM and ICWA.Can i apply for a good exam like PCS etc.My DOB is 20/08/1973

i have pass b.com with 53% and also LLB with 60% can i apply judiary class 1 judges and etc......

I have passed my examinnation with 77% matric, 69% D com, 53% B com & 51%MA Islamic study . Can I apply pcs?
