Can I apply for Handicapped certificate now after qualifying NTRUHS MDS entrance exam?


Sir my eyesight -8.5 for both eyes
Previously I have not applied for handicapped category but I given attempt to pg MDS entrance held in march 2015 of ntruhs and qualified
So can I apply a handicapped certificate now and can I continue by submitting it in counselling time now.hope u understand my situation and pls help me sir
