Can I get admission in any government College in Delhi? Can I avail reservation benefit in UP to be considered in MNIT, Allhabad? I passed my qualifying exam from Delhi and I got 334905 rank in AIEEE and My state rank is 20017 in Delhi State

I passed my qualifying exam from Delhi and I got Following rank in AIEEE
Overall - 334905
Catagory-100627
State rank Delhi
Gen- 20017
OBC- 2659

I also belong to OBC catagory in Uttar Pardesh.

My quary is-- (i) Can i get admission in any Govt College in Delhi?
( ii) Can i avail reservation benefit in UP to be considered in MNIT, Allhabad

I did my 10th & 12th from Delhi, but I got OBC certificate from other state. whether I will get benefit of OBC reservation in admission in B.Tech in DTU.

i have obc certificate under non creamy layer typed in hindi from U.P. state . will it be valid for gujrat state for all employment concern and admission in higher academic
