sir my rank in upcpmt 2015 is 21000, do I have to go for counselling process and whether I would getany college or not

See, in Uttar Pradesh there are many colleges. Some of the good government colleges as well as the private ones.
Some of the good government colleges/universities are-

- Agra College
- Aligarh Muslim University
- Alaahabad university
- Bundelkhand Institute of Engineering and Technology
- Chhatrapati Shashu Ji Maharaj University
But seeing your rank, i don't think that you will be able to get any seat from any branch(forget about particularly civil) in these colleges.


So, the colleges left with you are the private ones. There are some of the good private colleges which you can consider like
- JSS
- AKGEC
- KIET
- IMSEC
- JAYPEE
but these colleges also take students with lower ranks and your rank is good enough to get admission in these colleges. Most probably you should get admission in these colleges.

But in misfortune favors and because of some reason you are not able to get a seat in these, you can consider colleges like
- IDEAL
- HI-TECH
- SUNDERDEEP
- INMANTEC
-IPEC
