do Delhi university provide HM courses and if yes then how to apply and if no then how to join a government college of hm

Dear i dont know about delhi univ clges that provide hm courses but still u can get admissions in govt colleges through an exam called JEE means joint entrance examination under NCHMCT Noida n also called PUSA New Delhi
forms are available in the markets from december to april ....

i am a student of commerce and i failed in economics. i am giving compartment paper of it. so i want to ask can i get admission in DU university after clearing economics exam.
