Citizenship: Indian/Subject of Nepal,Bhutan/person of Indian origin
Health: candidate must satisfy the sound health and should not have any problems that make the candidate unfit.
Age: must be above 18 and less than 30 (relaxations available for SC/ST/PH)
Academic: depends on the group exam you are applying for minimum qualification required is pass in Higher secondary exam or Diploma

you being a B.Sc degree holder you are eligible for the TNPSC group exam provided you satisfy all the above mentioned criteria too.

your cousin also eligible for Group 1if he is in final year of BSc.

to apply for Group 1 a candidate must have a degree in any branch from any recognised University.
Candidate who is in final year also can apply for Group 1.
Age sholud be between 18 and 34.
for some posts like fire officer age should be between 21 and 34.
