when does the application forms for master in health administration in tata institute of social science issue?

i have taken admission in ims,davv indore...at d max package varies here is 2.5-3....i came to knw abt tiss but due to lack of info could not appear on time...can somebody tell me the starting package for tiss...and wether its a good choice to leave here and get admitted in tiss by 2013.
