You can only be eligible for joining merchant navy after 12th with science stream. After 10 it is not possible because after studying physics and maths of class 11th & 12th only you can be able to study it.

You can join the merchant navy either after completion of 12th standard or after Marine engineering.
There are various entrance exams like IGNOU, IIT - JEE etc. which you need to appear for.
Then there will be a one year training. After completing your sea time for the next post as the 2nd mate also there are exams which you need to clear. For each post there will be exams which you need to clear to become a Captain.
However the marks you have scored in both 12th and graduation is less. You need to have at least a 50%. So you will need to look for other career options.

You can not join Merchant Navy until you have passed 12th standard in science stream. It is important to understand that candidates of arts and commerce streams are not eligible for job in merchant navy. They simply can not join merchant navy.

So the first thing you should do is picks Physics, Chemistry and Maths as the subjects for 12th standard. Only then you can think about joining Merchant Navy.
