look it is next to impossible doing such a higher study like phd without the entrance exam
but you may try in ignou since it has a provision of the course without entrance
but this will provide distance learning program

There is no way to avoid the entrance exam .you have to understand one thing that for higher studies like Ph.d you have to give the entrance exams .
