Yes, you can . The process is same as that of a plus two student. Write the JEE and get a good rank. But it will be very difficult for a student from diploma to write JEE. The reason is simple , you won't be studying all the subjects which are main for JEE. You will study one particular topic in diploma , when coming to JEE the situation is different so there you need all the subjects. You can also consider taking admission in other best universities like Lovely Professional University, Amity, SRM etc.

You cannot able to appear in IIT JEE exam because in IIT JEE exam not diploma holder only 10+2 can appear in IIT JEE exam disciplines will be maths chemistry, and physics.
