How to get NOC of Tamil Nadu after 5 years gap for a graduate?

Sir, I have studied in Tamil Nadu but basically I am from Andhra Pradesh. I have completed my Graduation 5 years ago from Tamil Nadu and got NOC. But due to health issue and some family problems I didn't received my NOC. Now, I want to get the NOC. Please tell me how I can get it?
