How many seats are safe for mich. engineering...please tell me how many are there

Sorry to say that your question have no clear figure. But as per my guess you are asking about the management quota seats.

Because Seats are only reserve in Management quota, Only 15% seats are given for the admission through management quota. Rest of the 85% seats are full filled on the merit basis.
And the candidate has to go through counseling process to get a seat in the college.

So as per your question only 15% seats is safe for the management quota.
