Is it possible to use my father's OBC certificate who born in Uttar Pradesh for Central Government jobs in Mumbai?

Hello Sir, I am born and raised in Maharashtra however my father is born in Uttar Pradesh. I want to use his OBC certificate for the Central Government jobs in Mumbai location. So, is it possible or not?
